What DPA and Modified Monash actually mean.
DPA decides Medicare access. If you are restricted under section 19AB — which covers most internationally trained doctors for ten years — you can generally only bill Medicare while working at a DPA location. It is set per catchment, not per town, which is why two practices a few streets apart can give different answers.
Modified Monash is a separate system, and conflating the two is the most common mistake we see. It measures remoteness from MM1 (metropolitan) through MM7 (very remote), and it drives incentives, bulk-billing loadings and which programs you qualify for. A location can be MM1 and DPA, or MM5 and Non-DPA.
Postcodes are an approximation. Catchment boundaries do not follow postcode lines. Where a postcode straddles catchments with different statuses this tool says Mixed — and at that point only the street address can answer the question.

What is a Distribution Priority Area (DPA)?
A DPA is a location the Department of Health has classified as having a shortage of general practitioners. It matters because doctors restricted under section 19AB of the Health Insurance Act can generally only access Medicare benefits while working in a DPA location.
Is DPA the same as Modified Monash (MM)?
No — they are separate classifications measuring different things, and conflating them is one of the most common mistakes. DPA is about GP shortage and Medicare access. Modified Monash measures remoteness on a scale from MM1 (metropolitan) to MM7 (very remote), and drives incentives and loadings. A location can be MM1 and DPA, or MM5 and Non-DPA.
Why does my postcode say “Mixed”?
Because the postcode straddles more than one catchment and those catchments have different DPA statuses. Part of the postcode is DPA and part is not, so the postcode alone cannot answer the question — only the specific street address can. Check it on the Health Workforce Locator.
What happened to DWS?
District of Workforce Shortage (DWS) was the previous classification for GPs. It was replaced by the Distribution Priority Area from 2019. If you are reading older material that refers to DWS, DPA is its successor.
How current is this data?
It comes from the Department of Health datasets published on data.gov.au and is refreshed on a schedule. Classifications do change, so for anything binding — signing a contract, applying for a provider number — confirm the exact address on the Health Workforce Locator first.
